It is Meta's short link service for Instagram messaging. https://ig.me/m/ followed by a username takes a person to a conversation with that account in Instagram. Meta documents this form on its developer site.
Can the link include a ready message?
No. Meta documents no text parameter for ig.me, so the person writes the first message. The only extra the link accepts is a reference, which is read by a messaging tool connected to the account and is never shown in the chat.
Does the link work on a computer?
Meta says ig.me links are not supported on Instagram web for now. It opens the conversation in the Instagram app on a phone, so test it there, and keep another contact option for people on a computer.

What is the reference for?
